"QUALITY OF LIFE"?
What does "Quality of Life"
mean to you? We have heard many use this
phrase but, certainly, the definition of
this means different things to each of
us. To assist Council strive to improve
"Quality of Life" in the next
2 years, please call, write or email
your thoughts and constructive input to
a Council Member as soon as possible.
Your input will help us to identify and
attempt to improve Quality of Life for
you in New Castle. Please remember that
some issues are not in direct control of
your Council and that some issues may
require million dollar solutions. Not
withstanding, there is usually more than
one way to solve an issue and, with your
help, we hopefully will be able to find
a solution. Feel free to contact your

Council President Chris Castagno has
asked the following Councilpersons to
become the Council Liaison to each of
the Departments: Councilman DiAngelo -
Public Services Department, Councilwoman
Miller - Finance/Human Resources
Department, Councilman Padmalingam -
Parks & Recreation, Councilman Reese
- Police Department The Council Liaison
helps to communicate the public's input
to the Directors of each Department and
to communicate issues relating to the
Departments to the Council at large. For

WELCOME JIM WELDIN
The Council wishes to welcome new
Public Services Director, Jim Weldin to
the management team of the City of New
Castle. The Public Services Director
will lead public works and non-police
code enforcement teams and functions in
the City. Jim has extensive public
service experience in Code Enforcement
management with New Castle County,
Police experience with UD and the City
of Newark and most recently, public
works management experience as Chief
Administrative Officer of BC Consulting,
a firm that represents Maintenance
Corporations in New Castle County.

2003 CITY CALENDARS STILL
AVAILABLE
The Annual 2003 City Calendar is
available at the City Offices and is
free to the public. The Calendar
features architectural drawings of the
new City Police Station and Municipal
Services Building, both located at the
new Municipal Boulevard. The Calendar
also shows City, State and National
holidays, meetings schedules, trash
collection and street sweeping schedules
and dates for other events in the City
of New Castle. The Calendar is the
result of work from many City officials.

Council Secretary and Ms. Marian
Delaney, Finance/HR Director for their
personal commitment to this project. For

GET COUNCIL'S CORNER ON-LINE
Council introduced the COUNCIL'S
CORNER in an effort to broadly
distribute information about the
business of the City Government and to
utilize this to solicit input. This has
been printed most weeks through the New
Castle Weekly and has been very well
received by those who read the WEEKLY as
a good communication tool. The COUNCIL'S
CORNER is also available online at the
City web site. You can visit this by
going to www.newcastlecity.org.
