PARKS PROJECT TO BEGIN
Councilman Balascio is leading an effort to update and improve the park system with a plan to use a public/private partnership model. The project will include new equipment and signage as funding becomes available for each of the City parks. A volunteer group has donated manpower and $2,000 for Dobbinsville Park. The volunteer group plans new equipment for younger children and safety improvements on June 15, 2002. Significant progress has been made in securing full sponsorship of both Dobbinsville and Bull Hill Parks. Results will be reported in the next month. GREENWAYS PROJECT MOMENTUM GROWING
Council President Chris Castagno and City Administrator Bob Martin recently met with DE Greenways Exec. Director, Tim Plemmons to begin developing a graphic layout of the proposed Greenways from 8th & Young Streets to the Broad Dyke and Marsh along the State-owned abandoned railroad track lines. With this layout and proposal, citizen input and fundraising can begin. The layout is expected to be completed with private funding and/or donated services by summer 2002. The goal is to complete the New Castle City portion in 2002 and lead the way for extension through New Castle County and into the City of Wilmington. This is another step in establishing “connectivity” within our City and within the County. Similar strategies are in development linking other parts of the City. For more information, email your Council President, Chris Castagno at CastagnoCJ@aol.com or call 322-9801, or City Administrator Bob Martin.
DRAINAGE PROGRESS IN SIGHT NOW
Council identified “drainage” concerns as one of the top 6 critical issues to accomplish during this two-year term. With support from State Officials and the New Castle Conservation District, the Buttonwood project is in progress. This will address a 30-year concern when completed and is funded through the New Castle Conservation District. Council recently commissioned a study of the 11th Street Condo area also. Both public and private funding are expected to be used for the corrections. A Washington Park drainage study is expected in the coming year, pending Council's approval during the next budget workshops. For more information, please call Councilman DiAngelo or Council President Chris Castagno at 322-9801 or your City Administrator, Bob Martin at 322-9812.
8th & YOUNG PARK IN DEVELOPMENT
Council has signed a long-term lease with the Railroad owner for the use and management of a parcel located at 8th & Young Streets. This is the site where Council worked with State officials to remove the abandoned railroad tracks (soon to be part of the Greenways Trails). Plans are in progress to grade the land, and plant grass and shrubbery to enhance the area. Plans are also in works to enhance the balance of Young Street with curbs and landscaping.
