SALLY MONIGLE APPOINTED TO HAC

The Council has appointed Ms. Sally Monigle of Harmony Street to another 3-year term to the Historic Area Commission recently. Ms. Monigle currently serves as the HAC Chairperson and is the New Castle Historical Society's recommendation to Council for this Commission. The term will be retro active from October 2000 and will expire in October 2003 concluding the three-year term. Thank you, Sally, for your energy and commitment to this Commission and cause. The Mayor is required to make an appointment with a term to expire in August 2003. A review and appointment of a consultant are expected in the near future to complete the staffing of this Commission. The Commission meets on the third Thursday of each month at 4:00 PM. ANIMAL OWNERS ARE RESPONSIBLE FOR CLEANUP

Responding to several complaints to the Board of Health, Health Code
Official, Herb Swanson, has organized a mailing of the Ordinance that
stipulates that animal owners are responsible to clean up any waste from their animals on City or private property. The mailing will be sent with the next Municipal Services Commission invoices as a reminder. This Ordinance carries a fine of $25.00 for the first conviction, and $50.00 for the second conviction. Residents are encouraged to submit a written complaint to the Police Department on Washington Street if they see anyone in violation of this Ordinance on City property. Complaints about stench in private yards should be made in writing to the City Offices at 220 Delaware Street for investigation by the Health Code Official. IT'S CLEAR NOW - WEST on RIGHT, EAST on LEFT

Councilman Joe DiAngelo identified the need to add East and West to the street signs to eliminate confusion for guests and delivery personnel. The signs have been modified and should help to improve the situation. Thank you, Mr. DiAngelo for leading this.
