LIGHT INFORMATION MEETING
Steve Truet,
DELDOT engineer who engineered the
Moore Ave/Wilmington Road traffic
light, will make a presentation at the
Town Hall at 6:00PM on January 14,
2003.
This is a follow-up meeting
from a previous public meeting held at
the site with residents.
The January Council meeting
will follow at 7:00PM.

MAKE YOUR
PAYMENTS ONLINE
Marian Delaney,
Finance Director announces that the
City will use the services of Official
Payments Corp. to administer the
online service.
Residents will be able to use
Master Card, Visa, American Express,
and Discover cards to pay property
taxes and ultimately permit and other
user fees directly from their home
computer or other computer.
The MSC is also evaluating the
service for convenience for their
customers.
Onsite payment credit card
solutions are also in discussion with
the use of new computer kiosks
strategically located at the Trolley
Barn, City Administration and the MSC
Administration offices.
The web site will be customized
to allow for easy access to the
payment program.

TROLLEY BARN HOUSES PUBLIC SERVICE DEPT'S
The Trolley Barn,
currently the home of the Public Works
Department and City garage will be
modified to accommodate the new home
of the Building/Code Enforcement
Department.
Offices will be provided for
Land Use, Code Enforcement, and Permit
& License personnel as well an
office for a new Public Services
Director.
This position is currently
posted in the newspaper and at the
City offices. Space will be allocated for a new computer kiosk for the public's use with electronic payments, permit applications, and GIS software access.
The work should be completed by
February 1, 2003.

2003 CITY
CALENDARS AVAILABLE NOW
The Annual 2003
City Calendar is available at the City
Offices and is free to the public.
The Calendar features
architectural drawings of the new City
Police Station and Municipal Services
Building, both located at the new
Municipal Boulevard.
The Calendar also shows City,
State and National holidays, meetings
schedules, trash collection and street
sweeping schedules and dates for other
events in the City of New Castle.
The Calendar is the result of
work from many City officials. Special
thanks to Ms. Jean Williamson, Council
Secretary and Ms. Marian Delaney,
Finance/HR Director for their personal
commitment to this project.

COMP PLAN DRAFT NEEDS YOUR INPUT NOW
The planning firm,
Kise, Straw & Kolodner (KSK) has
completed the draft proposal of the City
Comprehensive Plan and an Action Program
for implementation.
Both copies are available at the
City offices, the New Castle Library and
are posted online at http://www.newcastlecity.org/city_gov/minutes_pcm.html.
The Comprehensive Plan is a blue print of our City and it's future developments. This plan was drafted with significant public input
throughout the summer at public meetings
combined with professional planning
advice from the planning firm.
The Action Plan is a detailed
outline of how to implement the Plan.
Copies have been given to both
County and State Governments for comment
as well.
The planners need final input by
January 11, 2003.

VACANT BUILDING ORDINANCE IN
DISCUSSION
Council first
discussed the need for a new ordinance
to address Vacant Buildings at its
October Council meeting.
Councilman Balascio agreed to
sponsor this Ordinance and is working
with the City Solicitor on the
legislation.
The purpose of this Ordinance is
to provide statutory assistance for Code
Officials to find productive solutions
for vacant buildings.
The Ordinance outlines procedures
and an appeals process for owners.
Copies of the draft Ordinance are
available at the City offices.

Council introduced the Council's CORNER in an effort to broadly distribute information about the business of the City Government and to utilize this to solicit input.
This has been printed most weeks
through the New Castle WEEKLY and has
been very well received by those who
read the WEEKLY as a good communication
tool.
