City Parks

Now that the mowing season has slowed down we are doing special work on the City Parks. With a grant that I arranged, thanks to Sen. Dori Conner, new equipment will be installed at Dobbinsville Park , Susi Park , Bull Hill Park , Van Dyke Park and Buttonwood Park .

Some unique climbing apparatus will be put up at Dobbinsville, Bull Hill and Susi Parks , and some animals that small children will have fun climbing will be at Dobbinsville, Van Dyke and Buttonwood. New slides have already been added to Van Dyke, Buttonwood and Bull Hill Parks .

Additionally more “wood timbers” are being installed to keep the “wood carpet” that goes on the ground in place. Ramps for the handicapped have also been installed. The old swings at Dobbinsville will be replaced.

Emergency Management

I just completed a three day course at DEMA (Delaware Emergency Management Agency) “Emergency Management for Local Officials.” This intense course covered all emergency management functions, explained how they should be managed, the roles of key people and what citizens can do to protect themselves.

The third day we wrote a detailed outline for an Emergency Operations Plan for our City. To get credit for the course, there was a written test (which I passed).

Our City Emergency Management Committee will meet, for the second time, October 20 to work on a plan specific to the City of New Castle .

COUNCIL CORNER FOR WEEK OF 3-21-05

RESERVE ACCOUNT GROWS TO $169,000

Your Council recently passed a resolution authorizing the Finance Director, Marian Delaney to open a new Capital Reserve Account with budget surpluses. Approximately $169,000 has been committed to this Capital Reserve Account and set aside for future capital investments. This amount replaces the reserves (savings) spent on the Municipal Complex construction last year. This amount results from an excess of revenues over the Council approved expenses in the FY 2004-5 budget. A Finance Committee was established last July consisting of Finance Director, Marian Delaney, Finance Council Liaison Gen Miller and City Treasurer, Janet Carlin to review all expenses every two weeks of each of the operating departments. $57,500 MORE MONEY FOR HOMELAND SECURITY

Public Services Director, Jim Weldin has secured another $57,500 in grant funding for homeland security preparedness for the 2005 year. This money will be used to secure the Public Services Building (Trolley Barn) with card access systems, video monitors and a generator. A portion of this grant will be used to enhance the GIS (Geographic Information System) with software and personnel training. Jim serves on the Statewide Public Works Homeland Security task force that ensures these grants are distributed. RECYCLING PILOT PROGRAM PROPOSED BY DSWA

The Delaware Solid Waste Authority (DWSA) has proposed a recycling pilot test program for approximately 500 homes in the City, at a recent meeting with Council President Chris Castagno and Public Services Director, Jim Weldin. This program will include materials such as paper, and glass and would be in addition to the City’s own Yard Waste Recycling Program, established through Ordinance by Council. The goal of this program is to promote recycling and to explore ways to reduce costs for the Public Services Department. More information will be forthcoming from Director Weldin in the coming month.

BUTTONWOOD PARK ON THE WAY

……… when it stops raining. Public Services Director, Jim Weldin reports that the new park sign for the new Buttonwood Park has arrived and that park equipment for children should arrive within the next 5-6 weeks. Community leaders have identified City owned property on Arbutus Avenue as the only real viable location for this park. Your Council recently passed a resolution authorizing the Finance Director, Marian Delaney to open a new Capital Reserve Account with budget surpluses. Another $17,431 has been deposited to this Capital Reserve Account and set aside for future capital investments. This amount makes a running balance of $186,000 so far and replaces the reserves (savings) spent on the Municipal Complex construction last year. This amount results from an excess of revenues over the Council approved expenses in the FY 2004-5 budget. A Finance Committee was established last July consisting of Finance Director, Marian Delaney, Finance Council Liaison Gen Miller and City Treasurer, Janet Carlin to review all expenses every two weeks of each of the operating departments.
