The City of New Castle’s Board of Adjustment meeting
took place on Wednesday, April 07, 2004 at 7:00 p.m. in the
City of New Castle’s Town Hall.
Members Present: John Klingmeyer, Mayor
David Athey, City Engineer
Clifford B. Hearn, Jr.
Mayor John Klingmeyer, called the meeting to order and the
roll was called.

Zelano Investments, LLC - Application Hearing
An application has been filed by Morley M. Henry and Thomas
A. Henry, applicant and equitable owners of Zelano Investments,
LLC for permission to alter an existing nonconforming use
pursuant to the Code of New Castle, Section 230-10[C] to convert
the existing auto body repair use to a livery service with
occasional accessory detailing on property located at 800
Washington Street, New Castle, Delaware [parcel number 21-014.00-150],
presently zoned R1 – Residential.
For the purpose of considering this application, the Board
of Adjustment will hold a public meeting on Monday, 17, 2004
at 7:00 p.m.
Motion for Judgment:
Mayor John Klingmeyer: Is the Board ready to render a decision?
Clifford B. Hearn, Jr.: I will accept this application for
Zelano, Investments, LLC.
David Athey: I will second the Motion.
Mayor John Klingmeyer: All in favor?
Decision: Unanimous
Motion unanimously decided in favor of Zelano Investments,
LLC.
There being no further business before the Board of Adjustment,
the meeting was adjourned unanimously at 8:30.
