The New Castle City’s Planning Commission Meeting took place on August 30, 2004 at 6 p.m. in the City of New Castle’s Town Hall.

Chairman James Steele called the meeting to order. He announced that we do not have a quorum this evening. We have seven Commission members; two are on vacation, one is absent and one is undergoing a medical procedure.

Sub Division 32 West 3rd Street – Mr. Bergstrom (not in attendance) informed Mr. Steele that the city engineer never received a copy of the drawings. We cannot act on this issue until he has reviewed those drawings. He did suggest some questions to be asked at this meeting.

  • Is the back property line supposed to stay where it was originally set? The city spent a large sum of money to get it surveyed to set the property line.

  • The way the 18 foot parking space in the rear of the property is drawn the house will have to be moved forward. Mr. Peyton will need an easement. The city engineer has not seen the plan to date.

Foundry Street -- The Planning Commission and Mr. Bergstrom (not in attendance) pointed out that there are eight parking spaces on Foundry Street. We would like to discuss eliminating the first parking space and wrap it around into a landscaped area. We would like deed restrictions to include the landscaping of the property. A copy will go to our planner, KCI, one copy to our attorney and one copy to the city engineer. I have only received a verbal okay from Hake, but nothing in writing. We will table this issue until our next meeting. Discussion from the floor followed. Concerns included the existing look of homes to those already there not being similar, brick versus asphalt, and street lighting being blocked by trees. The latter issue will need to be addressed by municipal services.

3rd & 4th Streets -- Residents expressed concern over the length of time of work being done in their area. They felt three years is excessive and that residents have been patient and tolerate. Parking is becoming a big issue. Lot #30 was to be landscaped and designated a parking area in accordance with requirements from the city. This is incomplete. They would also like to see a timeline put in place to ensure that exteriors of new homes is completed in a timely manner.

DelDOT Presentation – Pam Steinebach of DelDOT informed everyone that DelDOT has a listing of five-year projects called the Capital Transportation Program (CTP). The City of New Castle has three projects in this program. They are:

• SR9 and 3rd Street
• SR9 and 6th Street
• SR 9 and Delaware

The biggest problem is keeping the traffic flow on Route 9 and out of the city. We were asked by the Planning Commission to explain scenarios of these projects to you.

Jimmy Roland of Edwards and Kelcey is working with DelDOT on these projects. He and Pam’s presentation generated a large amount of discussion from the floor. The diagram used in this presentation is on display in the city office for everyone to see. This is an initial concept only with room for flexibility. It is not the final product. Ms. Davis stressed that there will be as many workshops on this topic as is necessary for residents to be comfortable. Construction is projected for 2007.

Zoning Plan

Councilman DiAngelo reported that the president of city council would like to set up a workshop on Tuesday, 9/7/04, beginning at 6 p.m. to review proposed amendments to the zoning ordinance. The meeting will be held in the police facility. All Planning Commission members who wish to attend are welcome. We will need to advertise this meeting so the date needs to be decided now. Members in attendance agreed to the date suggested for this workshop.
