City hires new Director of Public Services
The City has hired Mr. Joseph Freebery as the new Director of Public
Services. Mr. Freebery has a wealth of experience in managing government operations, having served a number of years in New Castle County government as General Manager of the Department of Special Services. In that position he had responsibilities overseeing fiscal matters,
operations, capital improvements and personnel management.
Mr. Freebery was born and raised in New Castle, attended St. Peter's
school, Salesianum High School and the University of Notre Dame. He is
the son of former City Council member Huck Freebery and the grandson of former City Chief of Police James J. Freebery.
Important Notice
Any business located in the City of New Castle, or any contractor or service provider doing business within the City of New Castle must obtain a New Castle City Business.
