Who
Benefits From The Commission?
The Municipal Services Commission is a Public Power System and as such
the profits of the Commission are reinvested in New Castle in lower rates, financial support
for local government, public safety in street lights and fire protection, free service to
public buildings and events and finally in the form of materials, labor and equipment for
city projects.

What Are the
Facts?
New Castle has moved to monthly billing of water and
electric. Customers no longer have separate water and a electric accounts.
All payments are applied to electric balances first and water balances
second.
New Castle has approximately 2,236 residential electric
customers and 306 commercial
customers.
The Commission sold 72,647,918 kWh’s of electricity in the
last 12 months and gave away 1,120,877 kWh’s in free service.
Last year the Commission reached a peak demand of 18,318 KW. As additional load
is added from the industrial parks and residential development this demand will grow.

What
is Deregulation and How Does it Impact Me?
Your electric bill is made up of four components i.e. generation or the
production of electricity, transmission the movement of electricity over high
voltage lines, distribution delivery of electricity at a lower voltage to your home
and finally billing and collection. Recently the State Legislature passed and the
Governor signed HR 10 - The Electric Restructuring Bill. This bill will allow customers of
Conectiv and the Delaware Co-Operatives to shop for the energy component of their electric
bill from anyone who sells generation. The bill does not require municipal system like New
Castle to offer this option unless it decides to compete for electric customers outside of
its service territory.
The Municipal Services Commission helped to form the Delaware Municipal
Electric Corporation (DEMEC). DEMEC is a joint action agency and has successfully helped
the nine municipals in Delaware who sell electricity to control their costs. DEMEC
has helped Seaford, Milford, Smyrna, Clayton, Middletown, Newark and New Castle
by using its combined buying power to get favorable rates in the market place. In
todays world we would call DEMEC an "aggregator" or an organization that
combines units or parts into a whole for the purpose of using its collective buying
power to get favorable rates. DEMEC has helped the people of New Castle enjoy low electric
rates by shopping for the best energy price for you.
In addition when the people of New Castle purchase electric and water
through the Commission
they are reinvesting in their own quality of life and their community. The return on the
investment by the people of New Castle in their own utility has built a multi million
dollar asset while at the same time investing the profits back into the city. The
Commission is
responsive to the needs of the city because it is owned and controlled by the people of
New Castle.

What's in
the Future?
The Commission hopes to look for other opportunities to offer additional services to the
people of New Castle. In the future if the Commission is able to offer other services such as
telecommunications, gas, cable, high speed internet service at competitive rates with
quality service it will endeavor to do so. With passage of legislation
from Dover in 1999 the Board of Water and Light Commissioners became the Municipal Services
Commission.
