Who We Are

The Board of Water & Light Commissioners was chartered in 1921 by the
state legislature to provide water and electric service to the people of New Castle.
The name was changed in 1999 to the Municipal Services Commission,
an
agency of the city of New Castle, the Commission is served by three commissioners appointed to
staggered three-year terms. One commissioner is appointed by the Mayor, one by City
Council and one by The Trustees of New Castle Common. In turn the Commissioners elect
yearly a President and a Secretary and appoint a Superintendent. The following people
serve on the Commission:

Mr. H. Hickman Rowland, Mayor's appointment to March 31,
2010
Mr. Daniel F. Knox, Council's appointment to March 31,
2011
Mr. Francis L. (Chip) Patterson, Secretary
